I used to be able to dial into ARCH's Paging terminal (when they were still MobileComm) and get a command prompt for which I could then enter pager number (enter), then the message (enter) and it would page the pager. If it was an alpha pager I could type in the alpha message. Have not done it in years, but I am sure the interface is still there. All it would take is a scripting-like program. Wait for the correct prompts and respond with the appropriate key strokes. I am sure that this is available with other paging companies as well. The trick is to get the paging terminal number. Pagenet for example use to sell a software called quick page that let you dial in via a pc to send messages. You may have to dig a little to find a customer support person that will even know about doing this. I have found most of them lacking in the technical aspects of the paging systems they are supporting. Anything beyond changing pager options or resetting the pager, you would have to find some one who cares enough to know how things work in the system. You just have to keep asking until you get the right person, or find the right question that they will understand what you are trying to do is possible. I will stop now before going into a long rant.
