This is called "Slamming" and the FCC would like to hear 
about it. I had this happen 3 times. After calling
the Attorney Generals office in S.C., a lawyer from their
office got everything all straighten out. You can have
your lines "blocked" from this nonsense. It took me about
six months, but write down every name and number you talk
to about this. Document everything, and raise immortal hell.

Call your congressman's office and thank him/her for deregulation.
