David, Is this going to be open to the public, or by invite only? There's pros and cons to both. Either way, Janet Krueger sent me a couple websites, a while back, that might be of interest. One is http://www.e-democracy.org/mn-politics/mpd.txt which shows the guidelines for MN-POLITICS-DISCUSS (MPD). MPD is "a citizen-based online interactive public commons - a virtual citizen assembly." The rules they use would prevent an idiot, such as myself, from clogging up everyone's mailboxes with a bunch of useless chatter (or worse). She also said "If you combined the rules for discussion here, with some of the rules for sharing code/algorithms on www.gnu.org, you'd have half your work done..." I haven't studied GNU all that much, but Janet has had *a huge amount* of experience with these kinds of e-groups, so I'm sure she's right. IMHO, it doesn't matter if you have 20 or 20,000 people participating, you'll probably need some well-defined guidelines and some people to enforce them, if you want to have any hope of accomplishing anything.
