CHGVAR     VAR(&QSLT) VALUE('(SMTIME *EQ ' *CAT &TIMEM *CAT +
             ') *AND  (SMENDT *GE ' *CAT &FMDT *cat ')')

If you debug &QRYSLT it should look something like:
'(SMTIME *EQ xxxxxx) *AND (SMENDT *GE xxxxxx)'

At least that's what's been working for me.
