You had the key (isolation level) to my solution.  Thanks!  I used something
similar to the following.

Stan

set transaction isolation level read committed;
insert into file1 select * from filea where ...;
insert into file2 select * from fileb where ...;
-- verified my results --
commit;

  You can add WITH NC at the end of the statement to turn of commitment 
control for that statement.
