I have a CL program available at http://www.ke9nr.org/as400/ Take the link that says "Change time PST to/from PDT" This is a CL program that will move the time forward or backward depending on when in the year it is run. It also adjusts the UTC offset. The UTC offsets are hard-coded for the U.S. Pacific timezone and are the only thing in the program that would need to be changed. The program will make sure that it does not change the time to cross midnight, which would throw the system date off, and that it does not change the hour right when the system is changing the hour.
