Neil, I would look at the functions in the OPS Console these days, http://www-1.ibm.com/servers/eserver/iseries/oper_nav/index.html I think every thing you need is built in, (or coming next month) and then combine the product with something like the NetSupport manager product from http://www.netsupport-inc.com It might be a good idea to setup IP subnets for each system, and one for the OPS console PCs so that your routing is simple. Lastly, while I have yet to see one, at least one manufacturer of KVM switches is rumored to be going to use IP as the controlling keyboard/screen/mouse allowing remote control of PC server Farms.
