cliient certificates

Has anyone successfully used client certificates to authenticate to the
AS/400?  I was able to create a user certificate from the web server
interface, but it would only let me create one for myself.  I need to be
able to create for other users and send them the certificate.

Then the goal is to use Client Access with SSL and only allow users with
valid certificates.  I need to allow Internet access, but I do not want just
anyone getting a signon screen if they point to our address with SSL/Client
Access.
