Wow, obvious things I should have thought of - but, the edtusrprf is a
Taatool command,
but the chgpwd is fully IBM, even down to the creation date and creation
user on both
the cmd and the c/l(I can't even do a rtvclsrc on qmncgpwd)

Where did you get the edtusrprf command - it's not an IBM command. It sounds
like you may have some custom commands. Your users maybe executing a
customised CHGPWD command (from a different library than you)which may allow
the entry of a numeric password. The program puts in the Q.
