That's a normal IPL step.  Give it time.  Cursor should eventually move to 
top left (indicates connection with workstation controller) before it 
starts displaying stuff.

Well, don't ask me what happened, but this time when I set the IPL to B 
another replier advised), and then powered on, this time it started doing

The latest display says :11-2 C600 4007, and the processor active light is
on.  Does this sound right?  The monitor/terminal/console still doesn't
display anything but a cursor in the upper right.

that and make sure it's set up to be the console or display 1 at switch
setting 0 port 0.  Also, are you absolutely positive that they left the
Operating system on it?  The UPS is a device that supplies power to the
system for a few extra minutes in order to let it go down smoothly if the
power is interrupted.  It's like a short-lived backup battery.

the system again.  Make sure it is in the "normal" position and then press
the delay power button.  If this doesn't work, you can always try a manual
IPL but it's going to take anywhere from 45mins to over an hour and it 
walking through multiple steps.  I'll gladly help you with it, but don't
know if you want to mess with that yet or not.  At least I'm more than
familiar with that dept!  I envy you your own machine.  You'll learn more
that way than any other way possible.
