Well, don't ask me what happened, but this time when I set the IPL to B (as
another replier advised), and then powered on, this time it started doing
something.

The latest display says :11-2 C600 4007, and the processor active light is
on.  Does this sound right?  The monitor/terminal/console still doesn't
display anything but a cursor in the upper right.

setting 0 port 0.  Also, are you absolutely positive that they left the
Operating system on it?  The UPS is a device that supplies power to the
system for a few extra minutes in order to let it go down smoothly if the
power is interrupted.  It's like a short-lived backup battery.
