Can you ping *from* the AS/400 to anyplace outside the firewall?

Also, you might try opening a TELNET or FTP connection to a system outside
the firewall.  If successful, then on that remote system use NETSTAT to see
what the address of the incoming connection is and see if that matches what
you expect.
