I believe if programmer A is more productive (whatever that means) than programmer B, then programmer A is worth more to the organization and should be compensated accordingly. OTOH, I agree completely that defining and measuring productivity is difficult and subjective, and I also have yet to hear a good answer. So although I'd like to be able to measure productivity, I don't lose a lot of sleep overy my inability to do so. The alternative, though, is to stay squarely in the world of the subjective and anecdotal -- if my boss likes me, I do well and get raises and promotions; if (s)he doesn't, I don't. Luckily, I seem to be a pretty likeable guy (most of the time), but I'm very clear on the fact that this is luck -- not talent.
