If you would consider purchasing a product for this, check out MessengerPlus
from Bytware.  They're at www.bytware.com .  If you want to write your own,
I imagine that you'd want to look at the job API's.  It should be a matter
of writing a program to retrieve the statistics you want that "wakes up"
ever few minutes.

Is there any way I can monitor jobs in the system for their possible CPU
usage
times exceeding some limit, say, 70% and kill them if they exceed.
Moreover, the other job attributes such as elapsed time etc. also have to be
monitored.
