Net.Data

Our company is in the process of implementing a trial on a test 
AS/400.  Our goal in the future is to allow customers access to their bills 
or to place orders.  I have been researching Net.Data as a possible 
solution.  I may have missed the answer in my reading, but will Net.Data 
allow me to access a file in another library on the AS/400?  Also, will it 
allow me to implement e-commerce on a small scale?  I know I must delve 
into this more; I'm still in a research phase.  Security will be dealt with 
once we find out we can access the bills.  I'm hoping to be able to access 
it through specific parameters within the file such as a customer number.

I would appreciate any information and even suggestions into other possible 
software with which to do this.
