Yes, the AS/400 surpasses the S/390 in interactive workload... however, the
S/390 will probably always have a niche in batch throughput and report
generation.  :-)

(Just like the RS/6000 is superior in raw CPU-bound calculations.  Each
machine is useful when used for its strength.  Nothing is "best" for every
situation, but I'd be open to hear opinions on what is a more superior
platform that the AS/400 for general business interactive work.)
