Yes this is normal for V4R3 after the installation of CA400 Express
(5769XE1) which, as you can see, doesn't appear in the products list.
This comes to normal with V4R4.

                Hi all,

                As a result of failed attempts to load some client access
ptf's I have noticed from go licpgm/option 10 that CA/400 5769-XW1 is
showing an installed status of *COMPATABLE / V4R4M0 even though our
operating sytem is at V4R3. I have never noticed a product having a higher
release level than the operating system before.
                Is this normal or could this be the reason I can't seem to
load the PTF's ? 
                We are at the latest Cum PTF package on V4R3
