Do you have a firewall or proxy server between your AS/400 and your
consultant? CA requires more than just port 23 for telnet.  If you're trying
to do telnet with CA and the firewall doesn't have all these other ports
open, it will definitely fail.  Some of the ports are:

 23    -    telnet
 449    -    port mapper
 8470    -    central server
 8476    -    signon server
