Keith,

Take a look at the CHGAUT command.  It can be used to grant or revoke
authority. The syntax to identify the objects may not be what you are used
to, but it does allow generic objects names.  For example, I used the
following command to grant *PUBLIC read authority (*OBJOPR + *READ) to all
the files in library EAF.

CHGAUT OBJ('/qsys.lib/eaf.lib/*.file') USER(*PUBLIC) DTAAUT(*R)
OBJAUT(*NONE)
