Better still, change the default create authorityon the library(s) in question
with a CHGLIB command like so:
CHGLIB LIB(QS36F) CRTAUT(*ALL)
This will give your users *ALL authority to new objects created in the file
library, without giving them all authority to newly created objects in QSYS,
etc.
