I hate to tell you that we had the same problem.  We did change our phyical
files and saw a major improvement.  There is also a CHGLF command with v4r4.
We also have an open APAR MA21974 in reference to slow performance.  IBM had
us change our EDTRCTAP to *min for an immediate fix.
