Dale,
The problem could be related to MS Proxy.

If you are trying to access an AS400 that is not "local" to the client, MS
proxy inteercepts and sends the data to the proxy server. This causes me all
sorts of problems and I regularly have to disable it in order to access
remote machines.  After disabling proxy (through the control panel) you will
be prompted to restart windows - you do not need to do this - just close and
restart client access and try again.
