Upgrade of 95 to 98 does not always update everything. Reformat and install new 98 seems to work better. IE 4.0 / 5.0 updates the TCP/IP stack and can be the piece of the puzzle that causes the problem. Try updating on of the failing 95 PCs to IE 5.0 and see if that fixes the problem. I bet it does.
