OS/400 has 'as shipped' QSYS/QSTRUP as startup-program. There is
shipped no source to this, but you can do a RTVCLSRC. Edit, compile
(NOT into QSYS (to avoid change by next release), QGPL also tends to
contain lot of garbage, but I guess that you have a library for
'system management programs') and CHGSYSVAL.
