Got into Tools/Options, but there's no Mail Format tab.  I checked all 15
tabs under Options, but saw nothing that resembled what you were talking
about.  (This is Outlook '97)

Strange.  I seem to recall seeing something like what you mentioned.  Maybe
at a different client site.

I did find the Properties dialog for this outgoing message, but nothing
there either.

I right-clicked on the MIDRANGE-L@midrange.com in the To: box (since it's
not in my address book) to find the properties of this message, and there
was a checkbox labeled "Always send to this recipient in Microsoft Outlook
rich-text format."; it was unchecked and I left it that way.  I clicked on
the option to add the address to my personal address book and checked the
properties on that and they are set by default as you specified.
