Again, it had nothing to do with owned objects.  
It was their presence in the QAOFENR* files.

Have you tried changing you assistance level to *basic.  Then from the
wrkusrprf screen the delete will
also unenroll from OV/400.

Just a shot in the dark

Try prompting when you delete the user profile and changing the ownship of
the existing objects
to a current user:

                        Delete User Profile (DLTUSRPRF)

Type choices, press Enter.

User profile . . . . . . . . . . > TEST          Name
Owned object option:
  Owned object value . . . . . .   *CHGOWN       *NODLT, *DLT, *CHGOWN
  User profile name if *CHGOWN     QSECOFR       Name
Primary group option:
  Primary group value  . . . . .   *NOCHG        *NOCHG, *CHGPGP
  New primary group  . . . . . .                 Name, *NONE
  New primary group authority  .                 *OLDPGP, *PRIVATE, *ALL...

We deleted OV/400 from one of our 400's prior to removing all users from
OV/400.  Now we have a problem when we try to delete a user profile.

Message . . . . :   User profile VALERIE not deleted.

Cause . . . . . :   User profile VALERIE was not deleted because either the
  user is enrolled in OfficeVision/400 or the OfficeVision/400 enrollment
file
  cannot be allocated.
Recovery  . . . :   Enter OfficeVision/400 and delete the user from
  OfficeVision/400 if enrolled in OfficeVision/400.  Try the Delete User
  Profile (DLTUSRPRF) command again.
