Jeff,

I have a little report routing system (circa 1993) that does what your looking
for, it's a series of little CL programs and is really very simple.  It contains
about 6 CL programs and 4 commands and handles routing, starting, stopping,
adding outq's and removing outq's from the system.  Even if you don't use it
exactly, it may lend some ideas to your effort.

If you want it let me know and I'll email the code.
