Booth,  there is no command to CRTBNDPGM. If you mean CRTBNDRPG for 
example.
you can issue the cmd as follows:
CHGCMDDFT CMD(CRTBNDRPG) NEWDFT('dbgview(*list)'). This has nothing to do
with system values or pdm itself. It just changes the command default for
debug view on the IBM command CRTBNDRPG.
