  I believe the answer to be no, but I have both installed so I can't test 
that. 
I see that David Morris is in a position to possibly test that for you but I
think you will find you are out of luck without Crypto.

  DCM is option 34 of OS/400 itself so it's on your CD's.  Crypto is No Charge
but you must order it.  This is because there are still some areas of the world
where 128 bit is illegal to ship. IBM makes you order it so that it is your
responsibility to assure legality, not theirs.

  I am not sure about transferring keyrings.  They are likely files in the IFS
but you may not be able to just move the file.
