Not an expert but I'll take a Whack.

 I believe that DCM requires 1 of the three Crypto options (AC1 2 or 3) to run. 
DCM is used to create and manage the certificates needed to establish secure
sockets connections between your AS/400 and other systems.  Crypto is the code
that actually does the encription on those connections.  While it may be 
possible
to create the certificates without Crypto installed it will not be possible to
utilize them.
