Most of the time, this is true.

But what happens when you (the Vendor) provide the data?  Eg: A sales tax
table.  Or perhaps a spelling dictionary?

I would say that in this case, the vendor owns the data.

And the customer has no right to get at that data via their own "tools".

BTW, I think the best thing to do is maintain a good relationship between
Customer and Vendor.  Then these questions don't even come up.

I suspect the relationship between the original poster and his vendor is
less than good.  I just can not see a discussion like what he is saying
taking place between us (Cornerstone, a Software Vendor) and one of our
customers unless there was something radically wrong.  Eg: Somebody is
abusing somebody.  I don't know who is doing what to whom, but somebody is
defiantly doing something to somebody.

And again, this is from a Vendors point of view.
