Spooled files DO NOT live in output queues (despite what you might think). Jobs own spooled files, and those jobs point to members in the QSPL library. When you "save" the spooled files, you save the spooled file data. When you "restore" those spooled files, the system does not know the owner, or job information, etc. of that data, and it CANNOT be replicated.
