RE: Problem compiling program

You probably don't have C installed. I would guess that the CRTBNDC in
QSYSV3R2M0 has been copied to your QSYS library.

If you want to run the CL program then you'll need C. If you just want to
compile it, it should work if you specify a target release of V3R2M0.
