Static Calls -- MIDRANGE-L

Hello All.  I have been doing some research on static call with procedures and
subprocedures and have got thoroughly confused.  Can anyone point me to a good
reference source.

What I am attempting to do is to create a set of procedures that can be used
throughout the system.

     Example
               Find_Zip
               Find_City
               Find_State

Wish to be able to use them in a program with eval statement

     Example

               Eval      Zip = Find_Zip(Address)

With what I have been reading I believe this can be done but am getting lost.
(Having brain freeze).
