I am in agreement with Pete.  The one scenario not mentioned is:  OK, so 
the branches will be independent, but who is to promise that the branches 
won't have their own branches?  Making a design decision based upon a 
policy decision of a boss that may not be there in 30 days is professional 
suicide in my opinion.  If he quits, gets run over by a school bus, or is 
fired, you are hanging out there like the only unbroken pane of glass in 
the warehouse.

Given absolutely no interaction between branches and NO consolidation 
requirements now and forever more amen? Go with multiple libraries. The 
code will be simpler and backups will be easier with less down time per 
branch while the system gets to a checkpoint. It will, however make your 
life a living nightmare if he who gaveth taketh awayeth.
