 See if your message queue is getting cleared. Perhaps by an operator. If
the message queue is cleared, and the message is unanswered, the default
message response is sent. I clipped the following out of the help text for
the PF keys on DSPMSG:

 F13=Remove all

        Press this key to remove all messages from the message queue.  The 
        default reply is sent for any unanswered inquiry messages.
