Thanks to all for the responses. it looks like according the URL Janet
specified, that I am missing the QShell PRPQ...I have the qsh itself,
but the utilities come as a separate option for $200 for our V4R3 box.
It looks like there is a C compiler in this  package...this provides the
same functionality as the CRTCMOD or CRTCPGM CL commands, does it not?
If so, I am very interested in shelling out the $200 for this package.
