You could use perl;

$record =  "40354~KMART STORE# 37~3665 HWY
6~~DALLAS~TX~77478~~~~~713-980-8888~~~4362~~100~3~0~0~~0~";

@fields = split(/~/, $record);


You would get the record from the delimited file, and I am not sure but
I think you could use the system, or exec operations in perl to pass the
@fields to an RPG which could write the record.
