I would imagine that your user written program probably does a rename into
QRPLOBJ, but what happens if the object is already there.  Does your program
delete the existing program in QRPLOBJ?  If it does, this is the problem. 
Perhaps
you should rename the object in QRPLOBJ instead of deleting it.
