I'll assume there is a firewall in there somewhere.  Try specifying
SENDPASV before the put.
It turns off passive mode and seems to make a BIG difference when a 400 and
a firewall are in the mix.

I get no response while doing a put ftp command:
"Enter an FTP subcommand.
> put /QDLS/TEMP/Z000108.355 DATA/000010005/D000000136
227 Entering Passive Mode (nnn,nnn,nnn,nnn,19,40)
150 Opening BINARY mode data connection for DATA/000010005/D000000136.
No response from remote host; all connections closed.

This happens way before the timeout set in CHGFTPA INACTTIMO().

Any idea on how/why?
