Have you tried

open
bin
struct r
put etc
quit

The struct thing will at least give you the right recordlength. That was
what I used it for, whether you get the fielddefinitions or not I can't
remember. But if this is not the solution then you are in a scheme like:

A: 
Transfer the source 
Create the PF on the remote AS with quote CRTPF etc in the FTP-script 

Or 
B:
On local machine
SavObj file To a savf

Then run the following FTP script
open remotehost
bin
put savf yourremotelib/yourremotefile  
and perform a RstObj using 
qoute RSTOBJ obj(remoteLib/yourremotefile
frmSavf(yourremotesavf/yourremotesavf)
quit
