I was having a problem with client access  about the same time. Bradley
Stone found the answer for me.

ENDHOSTSVR *ALL
WRKLNK '/QIBM/ProdData/OS400'   Then delete or rename the   'servers'
directory (I renamed)
STRHOSTSVR *ALL

It said after a power outage this has a  tendency to happen and that is what
my case was.
