IPL Problem.....

Dear All,
I have taken a system backup and gave a PWRDWNSYS with Restart(*YES) IPLSRC(B)
options.
The system is now in a state of HANG with the MRC -  D100 8066. the description
for this code is
'Control Panel LIC Update Failed - Panel Code Load not found'.

We even tried a manual IPL by abnormally shutting down the system  at this
state. But each time it comes and stays at the same MRC.

Can anyone suggest what should be done.
