Chris has the right idea here. Allowing the UPS batteries to fully or nearly fully drain before shutting down leaves you with your keester out in the wind (so to speak). It's very rare for a UPS to be expected to run the system for a long time. Most are designed for three scenarios: 1) To allow for bridging those 3 second reset timeouts built into the utility grid (and other short drops), 2) To bridge to the Generator, or 3) To allow an orderly shutdown. As Al mentioned set QPWRRSTIPL to '1' only when you have reliable power and the weather is favorable. If you've never experienced an abnormal powerdown during an IPL following and abnormal powerdown it's best left to those with more time on their hands! My standard recommendations for Power Handling programs include things like Immediate hold of all jobqs as soon as the utility departs (don't start any new jobs). End all print writers after the current job (Or cancel them if the printer has already failed). Start a new subsystem to acquire all non-signed on terminals which indicates power is down and does not allow signon (Lets the remote guys know what's happening). And finally send a break message to all active users to sign-off (again mostly for remote users). Then when the time comes, do all the rest of the shutdown stuff.
