it was in a system3x (no 400 yet) magazine, in october or november of
1987.  the theme of the magazine was 'the threat from below' about how
p/c's were making inroads.  

there was a letter to the editor from a fellow complaining about every
package he purchased had bugs, and why did 36 packages have bugs when
p/c packages didn't (pre windows!) 

his answer was on the line of that p/c packages had a market of
thousands or millions, and the 36 market base was much smaller.  

he also said that there was no excuse for shoddy programming, and
careless errors should be fixed. 

but testing proved the existance of bugs, you could not prove that they
didn't exist.

and our world is not perfect, the mail doesn't always make it on time,
and airlines are sometimes late, sometimes due to factors beyond our
control.

i lost that magazine years ago, but that article was etched into my
brain.
