It seems to me that they changed the public authority on the CRTLIB command
to *EXCLUDE.

Enter DSPOBJAUT CRTLIB *CMD

If you get an error that the command doesn't exist, then it really isn't
there.  If it's there but you don't have authority to it, DSPOBJAUT will
show you the public authority.
