Sorry I was not clear on the "not found". Actually we had the installation
successful. Then we ran a customize software that inadvertently deleted the
system command CRTLIB. Yes the media was created by IBM.

It sounds to me like the upgrade failed.

GO LICPGM option 50 to look for problems.

Or else, you may need to do it again.  Was your media created by IBM?
