Try the WRKPRTSTS command, I dont think there's another way using APIs.

~ I am wanting to display messages waiting for a spool file as you 
~ would normally do through an option 7=Message.  Is there a way to 
~ take the user to that message screen requesting a response?  I have 
~ the spool information in a program.  We are on V3R2.  I am looking 
~ for a programming way (sample code?), not a software purchase way.
