a couple of things we do:

for system values, there are options for total active jobs, and total
jobs.  they come with really low numbers, bump them up.  for example the
total active jobs comes at 30, and needs to be at least 100 for even a
small system.  do a wrkactjob, and use the # of jobs as your guide. 

total jobs comes from your old job logs, etc, and that # is from
wrksyssts.  

another thing that will kill you is running batch jobs interactively, if
they take any time at all.  and a big no-no is running these types of
jobs from the system console.  it will bring everyone else to a
screeching halt.
