Operations Navigator problems -- MIDRANGE-L

I am having an interesting problem with the display of printers in Operations
Navigator.  Not all printers and output queues are displayed in the Ops
Navigator.  I assume this is for one of two reasons a) library list and b)
authority.  But then I have a situation when one output queue in a library is
displayed and another output queue in the same library is not.  Their
authorities and object ownership are identical.  The OS is V3R7 and it's Client
Access V3R1M3.  Can anyone shed any light on this confusing situation?
